Perhaps not. ;-) If 100 kilobytes is still the hard limit for OP_RETURN, and 12 megabytes is about 12288 kilobytes, then 12288/100 = 123 transactions. You need to collect the transaction identifier for each transaction for later use, and keep the identifiers in correct order, but before beginning to upload you should have the video file already split/splat into 123 parts.",
